Country Permanent Representatives Committee, CPRC
The Country Permanent Representatives Committee (CPRC) is established as a permanent diplomatic organ of the Global Economic Cooperation Council for Africa (GECCA), composed of duly accredited Permanent Representatives of Member States to GECCA. The CPRC shall function as the principal intergovernmental liaison body ensuring strategic engagement of Member States within the institutional framework, mandates, and strategic cooperation of GECCA.The Country Permanent Representatives Committee (CPRC) is established as a permanent diplomatic organ of the Global Economic Cooperation Council for Africa (GECCA), composed of duly accredited Permanent Representatives of Member States to GECCA. The CPRC shall function as the principal intergovernmental liaison body ensuring strategic engagement of Member States within the institutional framework, mandates, and strategic cooperation of GECCA.
The CPRC shall serve as the central diplomatic and consultative board through which Member States articulate, harmonize, and coordinate their interests and national positions within GECCA, with a view to securing and advancing collective economic cooperation, policy convergence, and strategic alliances and partnerships with the organization’s global stakeholders.
In pursuit of its mandate, the CPRC shall, inter alia:
Act as the permanent diplomatic interface between Member States and the Secretariat – General, supreme councils and specialized bodies of GECCA, fostering sustained dialogue and broadened negotiations on strategic opportunities of specific countries, and the possibilities of engaging (under GECCA) strategic agreements anchored in common interest, shared prosperity, and the strategic priorities of parties.
Promote consensus-building between member States on matters relating to economic and trade cooperation, multilateral and bilateral investment frameworks, institutional reforms, and strategic partnerships aligned with GECCA’s peace economies policies
Provide diplomatic and advisory opinions (upon request, or on their own initiative) on questions of governance and institutional policies and as well as on multilateral engagement and alignment with GECCA’s founding principles and its global Afrocentric cooperation vision. Facilitate coordination between national authorities and governments and the Secretariat-General, ensuring timely communication and mutual accountability. Review, coordinate, and facilitate the preparation of matters necessary to be submitted on behalf of member countries and national governments to the General Assembly and to the key governing bodies, as may be appropriate.
Monitor, interpret, and strengthening the efficiency of decisions, policies, structures and strategic frameworks adopted by GECCA’s principal and governing bodies, while transmitting national observations, priorities, and recommendations to specific bodies on the matter. The CPRC shall embody the permanent multilateral diplomatic presence of Member States within GECCA, strengthening trust and cooperation, new partnership ties and global reintegration. It shall contribute to the consolidation of GECCA as a sovereign bridge of alliances and cooperative convergence between African States and global partners, in which member countries’ national interests are promoted within a shared framework of collective progress.
The CPRC shall operate on a continuous basis and adopt its working and functioning methods, procedural rules, and internal coordination mechanisms in conformity with this Constitutive Charter and any regulations adopted by the General Assembly. It may establish thematic or ad hoc consultative formats as required to address specific economic, strategic, or diplomatic matters. The CPRC shall cooperate closely with the General Assembly, the HPDB, the Board of Trustees, the Board of Ministers, the Secretariat-General, and the CCPS, ensuring vertical and horizontal coherence across GECCA’s governance architecture. As of complementary provisions, the Country Permanent Representatives Committee constitutes the diplomatic backbone of GECCA, turning and transitioning sovereign engagement of member States into a collective intelligence and permanent multilateral power capable of unlocking and sustaining long-term economic transformation, strategic cooperation, and peace economies-centered development for the sake and the good of Africa and the entire global Afrocentric world.
