Ombudsmus International Council for Africa, OICA
The Ombudsmus International Council for Africa (OICA) is established as a subsidiary institutional body of the Global Economic Cooperation Council for Africa (GECCA), vested with the power to ensure the truth and accountability mission within global Afrocentric landscapes; in accordance with peace economies goals, and the World Peace Compact for Africa (WPCA)’s mechanism.
The OICA Council serves as a supreme taskforce for strategic intelligence and truth and accountability mapping, operating across political, economic, democratic, military, diplomatic, social, cultural, civilizational and systemic dimensions affecting peace economies development endeavors in Africa.
The mission of the OICA Council is to:
- Monitor, investigate, analyze, and document economic, military, democratic, social, diplomatic, cultural, political, and civilizational deviations, abuses, aggressions, and systemic distortions undermining peace, sovereignty, and Africa’s regional and global integration efforts.
- Issue peace economies diagnostics and establish commanding mappings that identify perpetrators, enablers, financiers, spoilers, and stakeholders in conflicts, violence, wars, and destabilization dynamics affecting Africa.
- Produce independent truth reports, as well as findings and recommendations addressed to the Ombudsmus International Court for Africa (OICA Court) and to GECCA’s Secretariat-General, to consider the ways in which identified and alleged perpetrators can be convened and summoned for clarifications on the facts alleged against them.
- Promote humanist and restorative ways oriented toward accountability of conscience, reconciliation, progressive and transformative justice, privileging peace, reparation and cooperative reconstruction over coercive and punitive confrontation.
In pursuit of its mandate, the OICA Council shall be empowered to:
- Conduct in-depth scientific, economic, forensic, democratic, social, diplomatic, cultural, political, and civilizational investigations.
- Convene (in collaboration with the OICA Court) expert hearings, truth missions, and fact-finding inquiries, including engagement with African and international stakeholders.
- Issue formal truth and accountability notices and reports, constituting the primary evidentiary and moral basis for proceedings before the OICA Court.
- Recommend diplomatic, economic, ethical, and restorative courses of action to the OICA Court, consistent with GECCA’s mission and global Afrocentric peace and sustainable reconstruction goals.
The OICA’s Members shall be composed of Ombudsmen and Ombudswomen, bringing together distinguished humanist investigators and peace economies experts, esteemed leading experts in governance, ethics, accountability, and global concord, as well as renowned scientist giants and virtuous sublime scholars and researchers from diverse backgrounds; recruited and appointed on the basis of their eminence, merit, integrity, and global distinction to address peace concerns, by providing a wide range of expertise and high professionalism for a restorative and progressive justice, as well as truth & accountability-centered peaceful reconstruction.
All members are bound by the principles of truth primacy, independence, impartiality, incorruptibility, scientific rigor, ethics, virtues and scruples, and devotion to Africa’s peace, dignity, and reconstruction.
