Council of Academic, Scientific and Technical Sectors, CASTS

The Cooperation Council of Academic, Scientific, Technical Sectors (CASTS) is established as a GECCA’s supreme multilateral authority for scientific, academic, and technical cooperation between Africa and GECCA’s foreign members and partners.

The CASTS constitute the intellectual, scientific, technical, and professional pillar of GECCA’s economic, industrial, and civilizational strategy, operating at the intersection of continental education reform, science policy, technological innovation, professional excellence, and instrumental investment in human capital development.

The CASTS shall contribute to shaping, institutionalizing, driving and propelling the Modern African Science and Knowledge Enterprise, and ensuring it sufficiently operate as a continental engine for human capital transformation and intellectual sovereignty, mass scientific, technical, and professional empowerment, as well as the reconversion of African laborforce industry into a powerful industry of intelligences, proficiencies, and know-how.

In this capacity, the CASTS shall ensure that investments in education, science, and professional skills are structurally aligned with Africa’s scientific sovereignty, industrial autonomy, and global Afrocentric transformation, rather than extractive labor paradigms.

The CASTS shall design, govern and expand strategic multilateral cooperation frameworks between African and global academic, scientific, research and technical institutions with the purpose of:

  • Promoting transformative science, frontier research, neo-pioneering education, and knowledge and skills production aligned with Africa’s industrialization, civilizational renewal, and global Afrocentric development priorities.
  • Accelerating scientific breakthroughs, technical empowerment, and professional excellence, and embedding critical thinking, innovation culture, industrial ambition, and societal distinction at the core of African education systems.

The CASTS shall ensure that Africa’s education, science and technical systems anchor the scientific and intellectual backbone of Africa’s strategic development agendas.

The CASTS shall contribute to the formation of visionary champions of the people, servant leaders of the people, strategic builders and innovators of the people, as well as sovereign custodians of Africa’s future; while ensuring that the next African school invest in continental unity through pan African values of modern enlightenment, excellence, common prosperity, full sovereign freedom and global influence.

The CASTS shall unlock, mobilize and inject Marshall Investments in Pan African Skill Capitalism Policies, accelerating intellectual industrialization, and transitioning African genius enduring structural wage labor exploitation toward modern industries of Scientific Innovation, Intellectual Entrepreneurship and Cooperative Ownership (SCIIECO).

The CASTS shall officialize SCIIECO structures as strategic pillars of structural liberation agenda, positioning GECCA as a major co-architect of a post-proletarian economy in Africa.

The CASTS shall align modern academic and scientific ecosystems with Africa’s industrialization and technological transformation agenda.

The CASTS shall support the transformation of the Modern African Science and Knowledge Enterprise into an institutional embodiment of advanced leadership vision, neo-pioneering and forward-thinking education, as well as millennial-grade scientific, technical, and professional erudition.

This transformation shall ensure that African young professionals remain at the forefront of global scientific and societal revolutions, and that they can co-lead the reconstruction of modern economic civilizations and the emergence of new global Afrocentric commonwealths.

The CASTS strategy shall prioritize groundbreaking and multidimensional proficiencies, ensuring African sons and daughters are prepared to lead, support, and sustain continental development cycles, while competitively engaging in global intellectual and technical value chains.

In essence, the CASTS shall stand as GECCA’s Sovereign Brain Trust for human capital, science, knowledge, and professional power, transforming African intelligence into structured productive asset, innovation into sovereignty, and education into civilizational leadership.
