Specialized Commissions

The specialized commissions are established as the principal technic, sectoral, and strategic instruments through which GECCA ensures the translation of its vision, principles, and multilateral commitments into coherent sector-specific frameworks, policies, and implementation pathways.

The specialized commissions are organized to serve as the institutional engines of sectoral intelligence, policy depth, technical harmonization and operational coherence. Under supreme authority of the Secretary-General, the specialized commissions shall support GECCA in addressing structural transformations, geo-economics shifts, technological transitions, climate and environmental imperatives, human and populations’ dynamics, and evolving global configurations, with a view to strengthening economic sovereignty, resilience, and shared prosperity within a multipolar global order.

The specialized commissions shall elaborate strategic sectoral roadmaps, technical standards, convergence benchmarks, feasibility assessments, and policy guidance, which shall inform the deliberations and decisions of member States and institutions, as well as GECCA’s multilateral bodies in accordance with this charter.

The specialized commissions shall operate under the Secretariat-General as confidence-building, sectorial cooperation and structured partnerships frameworks among Member States, regional and multilateral institutions, private sector actors, scientific and technical communities, and other relevant stakeholders; engaging in unified agendas spanning policy alignment, mutual engagements, interoperability of standards and coordinated investments, while reducing structural fragmentation, and strengthening GECCA’s effectiveness as a multilateral cooperation organization.

In pursuit of anticipatory and forward-looking governance, the specialized commissions shall contribute to strategic foresight, scenario analysis, and early identification of systemic risks and opportunities. They shall support the Secretariat-General and the Board of Trustees in the formulation and approval of long-term sectoral strategies that enhance collective preparedness, adaptability, and sustainable transformation.

The specialized commissions shall function in close coordination with the other relevant bodies of GECCA. Their findings and outputs shall be formally transmitted to the competent GECCA bodies through established reporting and consultation mechanisms, and shall be taken into consideration in the formulation of policies, programs, partnerships, and multilateral instruments under this charter.

The specialized commissions shall embody GECCA’s commitment to intellectual and scientific rigor, technical excellence, strategic coherence, pragmatic multilateralism, and the continuous search for perfection.

They shall serve as a structural bridge between vision and mission, ensuring that GECCA’s objectives of socio-economic reintegration and multipolar prosperity are pursued in a coordinated, credible, and results-oriented manner, fully consistent with the purposes and principles of the present constitutive charter.

In accordance with GECCA’s institutional architecture and strategic vision, the following specialized commissions are hereby formally envisioned to be established as permanent technical and sectoral commissions. They shall include, but shall not be limited to, the following:

  • Commission on Trade, Tourism and International Business, CTTIB
  • Commission on Mining and Minerals, CMM
  • Commission on Energy Transition and Infrastructure Development, CETID
  • Commission on Science, Tech Innovation, and Industrial Revolution, CSTIIRE
  • Commission on Monetary, Financial and Macroeconomics Transition, CMFMT
  • Commission on Sovereign Guarantees and Credit Ratings, CSCR
  • Commission on Sovereign Investments and Cooperative Capital, CSICC
  • Commission on Wealth, Reserves and Sovereign Transformation
  • Commission on Agriculture, Livestock, and Food Sovereignty
  • Commission on Afrocentric International Economic Migrations
  • Commission on Labor, Employment, Safety and Social Happiness
  • Commission on Real Estate, Urban Transition, and Sustainable Development
  • Commission on Transportation and Communication
  • Commission on Women and Youth Empowerment
  • Commission on Governance and Institutions
  • Commission on the Rights of Peoples and Institutions
  • Commission on Regional and Global Reintegration, CRGR
  • Commission on Sovereign and Multipolar Equity, CSME
  • Commission on Populations and Human Development, POHUD
  • Commission on Health and Wellbeing
  • Commission on Environment and Climate
  • Commission on SMEs (Small and Medium Enterprises)

These specialized commissions shall be headed by high executive commissioners to whom are assigned and recognized the functions of executive secretaries and Deputy Secretaries-General under senior leadership and supreme authority of the Secretary- General.

Therefore, the high executive commissioners will all be members of the EOSG Cabinet or Executive Office of the Secretary-General of GECCA.

Each specialized commissions may operate within its respective thematic domain as a high-level sectorially strategic framework, contributing to sector-specific expertise, policy and technical standards, foresight analyses, and cooperation and investment agendas, in full conformity with this charter
