With a career spanning diplomacy, international cooperation, multilateral engagement, and academic leadership, Jared has always stood as a strong embodiment of intellectual values and operational expertise required to guide transformative global institutions. As Provisional General-Secretary of the Global Economic Cooperation Council for Africa (GECCA), Dr. Bell brings a great potential of field-tested diplomacy, policy innovation, and normative leadership aligned with the Council’s ambition to successfully support reshaping global Afrocentric economic cooperation. A former U.S. diplomat serving as a Foreign Service Officer with the United States Agency for International Development (USAID), Dr. Bell has led high-impact programs across fragile and conflict-affected regions, including Bosnia and Herzegovina, Central America, and other strategic theaters of international development. His diplomatic tenure has been defined by leadership in democracy promotion, rule of law reform, human rights protection, and institutional resilience... the core pillars that now underpin his vision for peace-centered economic transformation.

Dr. Bell’s work extends deeply into the multilateral system, having collaborated with leading global institutions such as the United Nations Development Programme (UNDP), the United Nations Human Rights Council, Peace Direct, and the American Red Cross. Through these engagements, he has contributed to designing and implementing programs that bridge humanitarian action, governance reform, and sustainable development—advancing a holistic approach to peacebuilding rooted in justice, accountability, and inclusive growth.

An internationally recognized scholar-practitioner, Dr. Bell is a Policy Lab Expert with UNESCO Inclusive Policy Lab, where he contributes to global knowledge co-creation on inequality reduction, social inclusion, and policy innovation. His intellectual contributions, most notably his seminal work “Frozen Justice: Lessons from Bosnia Herzegovina's Failed Transitional Justice Strategy” have reshaped contemporary discourse on the political economy of peace, emphasizing the structural transformation of war economies into systems of equitable and accountable governance.

In academia, Dr. Bell serves as a graduate instructor at New York University Center for Global Affairs, where he trains the next generation of global leaders in conflict resolution, program design, and strategic policy implementation. This academic foundation underpins his strategic potential to significantly supporting GECCA’s mission of “peace economies”—a paradigm that seeks to dismantle extractive and conflict-driven systems and replace them with an inclusive architecture of common prosperity economies that putt peace and justice first and wage civilizational conscience and global humanist transition for sovereign agency, industrial localization, economic democratization, and multipolar cooperation

As Provisional General-Secretary of GECCA, Dr. Bell is uniquely positioned to elevate the Council into a premier multilateral institution capable of shaping a new Afrocentric and globally integrated economic order.
